We went there by car. While we were there we certainly didn't see any tour buses or public transport. Would suggest either enquiring at your hotel or the Rotorua I-Site. If you manage to get there go to the viewpoint between the Blue Lake and the Green Lake where you get spectacular views of both. They are well named!
