The location of the Mobile Carnival Museum used to be the Mobile History Museum and it housed the displays you describe. In 2005 that museum moved to a larger space on Royal Street and it is now known as the History Museum of Mobile. Their exhibits are rotated so you should call them to find out what is currently being featured. The Mobile Carnival Museum highlights the history of Mardi Gras in Mobile.

I know part of the museum is accessible but I am not sure all of it is. You enter on the ground level into the gift shop and some of the museum is on that level .
