There are free life jackets available and yes they can be used on the slides. For some of the park it doesn't matter. For example some of the kids areas don't have any deep water (though your 10 year old may be getting on the old side for these). Several of the slides do not contain or land in deep water, so again they should be ok. For some of the park it will matter - the older children ship play area and obstacle course does land in deeper water, but I suppose it is do-able if they have a life vest and you are there in the water to catch them etc. The wave pool gets quite rough actually, I probably wouldn't recommend it during waves if they can't swim at all, though between the waves they can play in the shallow areas. The snorri saga dark ride is a slow lazy river so should be ok, just don't have them fall in, or be on hand if they do. There are a minority of slides where they won't be allowed if they can't swim. Isbrekker is an example. Overall, I'd still think it worth going.
