Not sure about hotel as i was staying in Tatragolf resort which is not exactly in there. But all those hotels there seem to be pretty decent. And about rafting, try to get more info about following rivers: Belá Váh Poprad Dunajec Orava
I do not think it is meant for swimming. We were there in the middle of the summer and no one swam. I do not know if there a signs forbidding swimming.
