You can wear whatever you like. Some of the older locals dressed very formally but we just went smart casual as we don't travel with much luggage. I wore black jeans and a shirt, my partner wore a dress but others were much more casual than us. I don't think shorts and thongs are the go though.

The teatro has ongoing tours all day every 30 minutes. Primary language is in English and Italian so you should have no problem just arriving to teatro and purchasing tickets there. For other type of tours not sure.
