Buy them on the spot. No need to pre-book. Fortunately, this is one of a handful if amazing sites NOT on the tour bus circuit.

I took a tour and booked it from the state. We had a private guide and there were 10 of us in the group. It was right off the train stop and we walked maybe 5 minutes to the entrance.
