This park is not closed but there’s a possibility it will be closed since you need to buy tickets to get in. Forbidden City was closed.

As it’s downtown and touristic attraction I would go to some small streets just few hundred meter away

the hill is about 47 meters high. Steps all the way up , it's quite an easy climb and the views make it well worth the bit of effort it takes.
