DELAND — The Volusia County Council and School Board unanimously selected two favorites from among 13 maps prepared by staff, as they attempt to reunify under one map in this decade's redistricting.

County law requires they get as close as practical to an even population split -- in this case, about 99,000 for each of the five districts. But what's practical is a matter of interpretation.
