President Donald Trump and Russian President Vladimir Putin engaged in a roughly 90-minute phone call late Tuesday morning that might lead to ending the war in Ukraine.

(Reuters) - Rwanda-backed M23 rebels said on Monday that they had withdrawn from planned peace talks aimed at resolving a spiralling conflict in the Democratic Republic of Congo after the EU imposed sanctions on its leader and on Rwandan army commanders.

President Felix Tshisekedi, who has long ruled out dialogue with M23, considered changing his position after a string of defeats as regional support for Congo has waned.
