You choose the photo to resize, enter the new size, and the resulting image is ready. To do that, first locate the image you want to resize. Right-click the image and choose Open With > Photos.

The UI is much more fluid and dynamic, and one of its many benefits is that you can easily resize app icons on it. Note: These steps were put together using a Google Pixel 7 running Android 14.
