Mayor Karen Bass’ proposed spending plan aimed at closing a $1 billion budget deficit and addressing other financial challenges will go before the Los Angeles City Council Budget and Finance Committee.

Los Angeles Mayor Karen Bass returned to Sacramento Wednesday to lobby state leaders for money to help close the city’s nearly $1-billion budget hole.

Animal Services officials said that with budget cuts, "euthanasia will increase dramatically." But City officials say there is money in the city's unappropriated budget to prevent the cuts.
